Here’s how it works:
In order to build muscle from exercise, you first need to subject the muscle to a higher level of intensity than what the muscle is currently accustomed to. Doing so triggers a process in the central nervous system (CNS) that causes the muscle to gradually grow bigger and stronger, in order to adapt to that higher level of intensity. It’s that simple.
Then to get the muscle to grow even bigger and stronger, you need to go through the same process again of subjecting the muscle to an even higher level of intensity than what it is currently accustomed to, thereby triggering the same process of muscle growth stimulation; and so on. And the higher the level of intensity, the greater the muscle growth.
So to achieve maximum muscle growth, you need to generate maximum intensity for any weight-training exercise that you do.. That explains the “maximum muscle” part of the equation.

So the higher the intensity of an exercise, the shorter the time duration has to be. Obviously the more “intense” a strength-training or weight-training exercise is, the sooner the muscle will become fatigued and reach failure, thus ending the exercise.
So any exercise that is truly maximum intensity would inevitably have to be “super short” in duration, like about 1-6 seconds; because it would be impossible for anyone to sustain maximum intensity for longer than that. And that’s actually a good thing.
